I'm in the Xbox Insider program and just received the newest update and ever since everything I watch will freeze every 16 minutes of content.  If I then skip ahead a few seconds it will then resume.  If the item is under 16 minutes it plays just fine all the way through. I watched the time stamps and it is exactly every 16 minutes.  I am also reporting this through the xbox one bug report just in case the update is causing this issue.
