@tdb1726 Gyrados is styled off of an eastern sage dragon, which are traditionally serpentine dragons which can fly. That, however, is not necessarily the origin of the flying type. Gyrados is a harbinger of storms and in the games flying type is interchangeable with "wind type". Makes since when you consider hurricanes, typhoons, etc have high winds.
