I came up with a reason to pass on the star.
P1 has enough coins for a lakitu.
P1 and P2 are tied for stars.
P3 is right behind P1 but doesnt have any stars.
If P1 gets the star he cant afford Lakitu but if he passes then P3 will get the star and still be behind.
P1 then uses Lakitu to steal the star from P2 putting P1 into first place.
Blaines second to last turn he could have passed up the star to go the path of lakitu... paying 30 coins for said star but minus 1 to someone... if he did that to jon then everyone would have been tied because of stars and winner would have been the person with most gold which was chris...also blaine would have still moved after flying to a rival however its a random person you dont get to pick
Jon at the beginning explains how the special dice block work and how his is great if he needs to go 4 spaces, strategy! Next turn is exactly 4 spaces but doesn't use his special dice block.... brilliant.
