Every PC game has system requirements. You can absolutely have a game include an SSD as part of the system requirements. Like with anything, there is nothing stopping you from installing a game on a system that doesn't meet the requirements, but it likely won't work very well. It definitely seems like more people have SSDs than not so I could see it happening in the next couple years. They're a must-have for anyone above a "casual" level of PC gaming now anyway.
