This kinda sounds like the fast-lanes of the internet they were trying to bring out back in the day, but instead of throwing the cost on the consumers the ISPs are putting it on well known company who use a lot of Internet like Netflix or Riot. I wonder, will AT&T go after Value for DOTA 2 or maybe Blizzard for Overwatch?
Going after devs/publishers could potentially work. But the real money and the source of all the network traffic would be the platforms that are providing these games and the infrastructure they use. Valve would be more worthwhile if it was for Steam, Microsoft for Xbox Live, and Sony for Playstation Network. Without those platforms, the games and traffic wouldn't be as strained. Not to mention how much each individual title uses per download/update.

Never pay ransoms... and frankly this is just more proof that the cable providers in the USA are monopolies in their areas... they could never do this if there was proper competition... not that this has been common knowledge amoung those who know networks for years or anything... *sigh* my, do the gears of government grind slow... but if the fine sticks then they do really, really grind fine - my guess is that the fine could theoretically wipe out the entire company... dunno how that will work, probably a lawsuit by the new owners against the previous board of directors of TWC who will also become paupers... (one can always hope... though they deserve worse than that - maybe they should only ever be allowed 56K modem speeds on all their network devices for the rest of their lives! :D

Can confirm internet connection did become better when they became Spectrum but my bill jumped up twenty bucks. Still hate how they force Modem/wifi hybrid systems on you if you want to use their higher speed services or a home telephone. I hate 'em but since they are the only provider where I live I'm stuck with them. Oh look a new charge on my bill: Wifi access fuck! I cant just hook up my own wireless router nooo that shit wont work; you have to call their customer service and have them switch your connection from a halfbridge to fullbridge and deactivate the wifi portion of the router. You are lucky if you get someone on the line that understands what you are talking about and even then, if they have to shutdown or reboot something on their end it reverts back to halfbridge making your router not work once again which starts the whole shitcycle all over!
TWC really gets my blood boiling, I don't think anything will come from this lawsuit though and even if something does my bill will probably get hiked up another twenty bucks so lose lose.
yeah, I'm in the same boat where I live. TWC-only, so no choice.
And yeah, paying extra for wifi "service" makes no sense. The hardware's already there, they just flip a switch, they don't continuously provide anything else that they aren't already providing in order to make it work. It's such a scam, like DVRs.
