@EricHVela Actually Ashley is not 100% correct. In the UK there is the legal defence that you are being singled out for application of a law - i.e. if the police want to prosecute you they also have to enforce the law (to the best of their ability) against everyone else too otherwise the law is null and void c.f. prosecutions for breach of copyright on cassette tapes never stuck in the UK because such a high percentage of people copied music onto cassette tape so it was never enforceable even if there was clear evidence because the police simply couldn't prosecute more than half the population of the UK for it - the courts could never have handled all the prosecutions.
TDLR; if the streamer is based in the UK and his contention that "everyone is doing it" is something he can prove to a large extent it could be pretty difficult to actually prosecute him.
P.S. (S)He might be open to breach of contract (either his TV subscription or Twitch account) as long as those contracts are valid in the UK (a lot of plastic wrap contracts and online contracts are unenforceable in the EU due to past EU Court decisions - including, but not limited to, most of FacePalm's and a lot of computer game and software licenses (particularly Microsoft's)).
