I get the feeling that Microsoft just has a lot more to gain from crossplay than anyone else, and that the others, namely Sony, are concerned about users switching to microsoft after determining that microsoft devices perform better in crossplay environments. And who knows, I wouldn't be surprised if they're right. Microsoft already has PCs and their big fancy new Onyx, they're ready and waiting to be compared to.

Another concern might be that, since microsoft is the one setting up the framework, they might have some sort of built-in or eventual advantage planned (like with those accusations a while back about WIndows 10 eventually making Steam worse, which, as far as I know still goes unfounded). It's all speculation of course, and may or may not even be in the realm of possibilities at this point.

Anyways, "it's 2017" means nothing. We have the technology, but not everyone has the incentive to do the things we want.
