Yeah. That's the point.
A shorter main story is not a "problem", come on. Quality over quantity. There are huge hundreds-of-hours long games that are amazing, and there are games you can beat in 5 or 6 hours that are equally amazing. :)
That said I'm not interested in Cyberpunk. I don't like shooters in any way, shape, or form. But that's just me. Regardless of my personal tastes, I'll vehemently defend its main campaign length, whether it is 30 minutes, or 300 hours or more. What matters is the quality of the content. Maybe the story is actually shit, I don't know, but length doesn't matter. Giggity.
