I'm always worried about games with loot boxes.
I think that this is great news. They addressed that you are not really skipping all grind and, that with a breakdown and upgrade system, you can still upgrade your skills to the point you want even if RNGesus is not with you. Anytime you have a new F2P game you have to have a good idea of where the incentivizing is so that you can make the informed choice as to whether you want to stay strictly F2P or are ok with what, where, and how much you will be spending.

Sounds like they just made the system more convoluted to avoid the obvious appearence of pay-to-win. If they actually cared about avoiding pay-to-win critisisms, they'd make the payed stuff cosmetic only.
And I love how they drew a very clear distinction between base-game-only buyers and the types of people that lootboxes are "intended" to benifit from this as "short on time". When combined with the fact that these abilities/items can't even be used until certain experience threshholds are reached, it doesn't make sense. It's like they're trying to double dip and get the best of both worlds but failing at both. I can only assume they're trying to reach a nice ballance, and it's true that we can't be sure until the games actually out, but tentatively... it sounds bad.
