It is not necessarily cheating, but it doesn't give the player a level playing field that we come to expect on console. Harder to know how we stack up against the rest of world when someone is using more precise equipment when playing a game. Yes it does give people an unfair advantage to those who chose to use a keyboard and mouse.
My guess, it is one of those things that is not really wrong, but is looked down upon.

I would consider it cheating just because it isn't easy to have a mouse and keyboard set up on console. Most players don't expect to run into mouse and keyboard players, and would ruin the fun for any player going against someone with such a great advantage
As of right now, yes it's cheating. I'm an X1 player, and I'd personally love to be able to play mouse and keyboard EASILY on my Xbox games. If you have to buy expensive external hardware manipulators in order to use mouse and keyboard, then of course it's cheating in that ecosystem. If it was made easily accessible, I'd most likely switch over for FPS titles, like Overwatch and Halo: 5.
It should be cheating. Having a keyboard and mouse makes aiming way easier. If you use it against console players they won't be able to aim nearly as precise making you do way better.
In the end, it really comes down to what the person's play-style is.
I, for one, generally use the mouse and keyboard by default in most of my games. However, I also like to use my Xbox One Controller in some of my Action & First Person Shooter Games (if they are supported), especially in the Multiplayer, as I feel the controls are more simpler to understand when they are, literally, in the palms of my hands rather than have them all stretched out over the keyboard.
That being said, when somebody states that using a play-style that is different to the computer/console is "Cheating" is just plain stupidity. Everyone has a particular way of playing the game, and to go and belittle them because they are use to another way is just flat out bullying.
If you feel better with using a console controller on your PC, or using a keyboard & mouse on a console, then you are absolutely fine to keep doing what your doing.
Nah, not cheating. Controller users just don't know how to adjust their play-style to deal with keyboard/mouse users. I play TF2 on PC fairly often, only using a controller, and do just fine in PvP. A mouse has a greater capacity for quick and precise aiming, but a joy stick has a greater capacity for more elaborate body movement (ie, more than the 8 directions WASD provides). Therefore, the best approach for a controller user is to play their advantage with close-range combat (In TF2, that translates to me using a Pyro fairly often, and almost never a sniper). And the advantages/disadvantages to either input just start trading off as combat range meets in the middle.
For shooters, aiming tends to be a bigger deal than body movement. But in the end, tactics reign supreme.
PS, I also use a look sensitivity waaay higher than what most people use on consoles, since a PC allows it. Every time I go back to a halo game on xbox, I get annoyed at how slow the maximum look sensitivity is.
I would say it is cheating, if someone wants to play with mouse and keyboard they should be on a PC, there is no reason to get the console version and play that way unless they are specifically looking to have that advantage over the normal players. Why would any one pay extra money just to have that control scheme when they could get the PC version and not spend the extra money.
That being said I wouldn't worry about it to much except that those third party setups probably include or can include actual cheating software, similar to the hacked controllers. It would be bad enough for someone to have the slight advantage but add an aim bot to it and the experience is ruined.
can it be called cheating when many would call using a controller in a hardcore inviroment handy capping yourself? Id say its more of a return to normal then cheating.
