I think you're missing the mark a bit here. Xbox One owners were sold the console on the proviso of a 8 year generation (I think 10 years were even being thrown around at the time). Not even 4 years into that, Microsoft are touting a console that's over 4 times as powerful. This may make One owners feel they were sold a bad device, especially if it looks as though it may soon be left behind, long before it's "expiry date". Therefore, to avoid the subsequent backlash that would ensue if that were the case, it is in Microsoft's best interest to make it look like the One will remain relevant and supported for years to come. Limiting frame-rates on Scorpio to lessen the divide between the two consoles could do that. Does that come with backlash of it's own, evidently yes, but it is likely less than the alternative. It's unclear at this time whether or not Microsoft intend to do this, but it is neither impossible or illogical.
I'm beginning to think that all the shenanigans going on due to these "enhanced" consoles are just going to drive more people to PC. The biggest thing consoles have always had going for them is their simplicity. That simplicity has already been significantly diminished in recent gens due to hard drives and constant software updates, and now potential crap like this is popping up. In a number of ways, the PC experience is becoming more simple and less of a hassle than the console one. Weird.
