If Explorers and Curators had some sort of penalty applied for games that got really bad reviews that they had upvoted, that would mean their votes for games were less important they might try and make them count for more by only pushing at least average games to avoid the penalty (call it a reliability score if you will) - equally they could be given a bonus if they are one of the early people to up vote what becomes a popular / well reviewed game.
It might also make a lot of sense to moderate how much a vote from an Explorer / Curator counts based on the genre tags that are given to games... for example making votes count less if that person hardly ever plays that sort of game or always down or up votes games with that tag and making votes count more for games in genre's that person plays a lot or has a good spread of votes for games in that genre (call it a genre interest score) - the reason for the penalty against always upvoting is to stop dev's paying to have their games upvoted by genre related people and because in any genre there are always games that you like and games you don't like so much and if you always like everything a lot you are probably a bad judge and therefore not useful in promoting good games or down voting bad games.
