FALLOUT 76 is an ONLINE Game?

Maybe it only takes place in Vault 76 and you play board games with 5 friends... IN VR!!!1

Just confused as to why they dated the setting of this game (Fallout 76) to Fallout 3, instead of Fallout 1? Fallout 3 wasn't the first game in the series, right?

For those who do not know: Vault 76 was a control vault (meaning no tests) with 500 inhabitants who's task it was to see if the world was safe after 20 years (now 25 apparently) post bombing. They were also tasked with rebuilding the world for when future vaults opened.
