While I do not like how predatory and out of hand loot boxes have become, what makes a loot box any different from any trading card game pack functionally speaking? No one thinks Magic The Gathering or Pokemon card packs are gambling.
Really hope Hawaii succeeds at regulating lootboxes. I'm of the mind set of, the less government interference the better, but when companies and/or industries fail to regulate themselves then the government should step in to make them do it. MTX used to be prominent in free-to-play mobile games, which i always found acceptable because they were FREE-TO-PLAY, and thats how the devs made their money. Now MTX are starting to infect $60+ Triple-A games first as cosmetics, now slowly creeping towards gameplay performance affecting content in(battlefront2/EA, ya thats only one but more will follow suit if someone doesn't bring the hammer down hard on EA or the rest of the industry). The Industry has been slowly moving toward this P2W model in AAA games, and if someone doesn't make them stop the whole gaming ecosystem will become P2W one day.
I so hope that regulation to limit what sort of microtransactions can be used in games targetted at children and toddlers passes and spreads... you should try some of the toddler games around; they are already trying to get at my two year old and get her into doing microtransactions (all games she plays get vetted beforehand and the tablet she gets to use occasionally has no credit card details on it in case we missed something - which happens more than we'd like and she always finds it :(
