Great mods? Check out the "Beyond Skyrim" mods. They are aiming to create all of Tamriel/Nirn to Skyrim, with the playable "Beyond Skyrim: Bruma" as the best Skyrim mod to date I ever played.
funniest mod for skyrim is the Sofia mod. this is a expert level mod with professional voice acting who interacts with npcs take the piss outta common lines like cloud district and arrow in the knee and highly recommend it.
Speaking of big huge mods, if you have KOTOR for PC, go download Brotherhood of Shadow: Solomon's Revenge. Hell, even if you don't have KOTOR, buy it and get BOSSR. If you want a new KOTOR game and The Old Republic doesn't cut it for you, especially. It adds at least 10 hours of content.
Fallout New California is a New Vegas mod that's in the same spirit of Fallout Miami: New campaign in a new region. I think it's supposed to release around the same time as Fallout 76 but don't quote me on that
There were 2 mods for Oblivion that I loved. One was a house mod called Belda Elysium that added a manor house outside the Elven ruins of Belda. It was a really well-designed house with plenty of storage and display cases and a short quest. But the vest feature of the mod was a talking skull that would take all the alchemical ingredients from your inventory and sort them into labelled jars for you. The other mod, I forget what it was called, but it added an archaeology guild to the game. It had a pretty long quest that had some very large and well-designed dungeons and a bunch of re-skinned new enemies.
