Put the game back on Steam and let user's 'buy' it as his reward: Crowd-funded bug-fixing! The more popular the bug-fix is and the more grateful users are, the more money he would get. If Valve wants to be super nice with this process, they could offer users in-game items (related to the bug) or steam cash for general steam-related bugs like this.

Yes, the guy deserves credit and a thank you. If he's smart enough to graduate college at 15 and hack steam to put his game on it, the things he could have done once it was on could have been disatrous. Bank accounts across the world he could have gained access to. Instead, he told Valve about it and told them to fix it. Yes, he deserves to be commended.
I've heard 'norks' once, but I call people tits all the time :P There's also "this is tits" which is a bad thing, but "this is THE tits" is a good thing.
Somebody needs to hire this kid. Maybe Rooster Teeth Games could hire him to help with the RWBY game's netcode or something? Talent, and more importantly the integrity the kid showed in admitting publicly that he did it and why he did it, deserves a reward! If I was more than an entry-level dev myself I'd hire him on the SPOT, and coach him up to be an amazing asset to whoever gets him (I.E. make sure he doesn't develop a super egotistic personality alongside his super skills)!
Hey, he showed steam to get there collective heads out of there asses and FIX there system! They were lucky that he didn't do this for malicious reasons. I say good on him and hope for him to continue to use this skill for good use.
