Well, it's not like console mods in general have worked out ideally anyway. Size limits really ruin modding.

Everyone who knows Bethesda's track record with PlayStation, knew this was coming. Lying to customers is what they are best at, especially their PlayStation customers.

It's the fault of Bethesda and Sony. Without all the real details, it's impossible to know which one is more at fault, but my personal opinion based on experience with their PlayStation titles, including Fallout 4 itself, is that it falls more on Bethesda.
