Valve has no fault in this. It's third party sites that the players give access to their accounts for skin trading/gambling. I don't see this lawsuit going anywhere, unless the courts are stupid, which periodically they are.
This is dumb. Its like that guy who sued Mcdonalds cos he got fat.

I mean this same lawsuit could be applied to many other games as well. At the end of the day valve isn't liable for what consumers of their product do with said product, including illegal gambling. This would be the equivalency of if someone sued a gun manufacturer because someone decided to kill their family member with a gun from that manufacturer.
Valve also has a very clear policy that states that selling any item on steam for real cash is against its ToS and people get their accounts locked or banned all the time for doing that.
The only way any lawsuit of this kind won't immediately get thrown out is if the person making the lawsuit can prove that Valve is somehow encouraging or involved in the illegal gambling. Which I would highly doubt.
So how is the claim that esports is propped up by illegal gambling any different from basketball, or baseball, or any professional sport? And considering how the age difference between collage sports isn't that far from esports, it's more or less the same as saying that the NFL encourages teens to gamble.
