They're dropping the hammer on cheats.

I am also worried about the wording of it.

I doubt it can be enforced for gaming, but in many countries it's illegal to cheat in sports too. And not just performance enhancing drugs. 

I'm mostly done with public servers for shooters, I suck at them without cheaters, but the fun get's taken away by cheaters. A couple of years ago, there was a reddit AMA with a Battlefield 3 cheater that opened my eyes. That thread and a couple of follow-ups regarding the subject just sucked all enjoyment I had left in online shooters. The guy showed off him using a tool demonstrating about 5% of every public server used a cheating tool. There was a visual indicator showing the how far the opponents aim was away from your center of mass/head. And sure you could see players with a 100% aim at all times, clearly indicating they were cheating. Some spammed headshots and got kicked off the servers, others were more conservative and didn't get caught. At that point I was surprised on the amount of cheaters, but I've been gaming since the Commodore 64 days, so I was kinda used to it, in the end cheating is only fun for so long. The nail in the coffin however was the fact that the tool he used to cheat had the option to reduce blatant cheating, giving you a significant edge, but still gave you the feeling as a player there was some skill involved. A semi auto aimbot working like aim assistance on consoles, you do 80% of the work and the cheat tool does the final 20. So you were able to cheat and still feel like you were playing the game rather. That was a gut punch for me, these people wouldn't grow tired of the easy wins. 

A lot of people replied the cheating was not nearly as rampant as he claimed but one of the sited selling these cheat tools had their numbers leaked and it came down to about 5% of the sales numbers of the game. And from that moment on every hit you take you're becoming the person that believes everybody is cheating, and it just sucks. 

In the end I have developed an absolute hatred for people cheating, I wouldn't mind them getting some kind of punishment for it, devs will never close down on them completely, 5% is a whole lot of dollars, if they can keep the blatant cheaters away from their game, it's good enough. I do wish they brought back cheating in single player experiences, nobody wants the weeds grow wild in their rollercoaster tycoon park. 

Dont use cheats in multiplayer games But do in single player games after I've beaten them once. If it just applies strictly to Multiplayer I see no issue with it honestly; if you need a wallhack or aimbot to be good in a multiplayer game you need to reevaluate your skills and practice more.
